Jerry likes to hang around at free, but ticketed carparks and give his yet to expire tickets to people so that they think their car is covered. But they don't know what Jerry knows! Jerry knows the machines are hooked up to the cameras and you need to put your number plate into the machine, even though it's a free to use the carpark. Jerry thinks it is a little suspicious that a company would go to that trouble of buying the land, installing the machine and camera system and no doubt paying for some sort of databasing system to catalogue all those car number plates and frequency of returns to the car park - for no fonancial gain. Jerry can't do much else to combat what he views as a massive invasion of privacy, but Jerry can derail their findings and cause a stranger to get a large fine for a confusing reason.
