Hugh likes to watch his next door neighbour do her gardening. There's nothing untoward about it, but it doesn't half make Belinda feel uncomfortable, he will tap on the glass and wave at her. He doesn't realise it freaks her out, Hugh is completely oblivious. Belinda is unfortunately too scared to go and tell him, she worries that interacting with him will make him obsess on her more. Belinda doesn't know that Hugh that used to run a large scale gardening company, but his wife took half of it in the divorce and sold her portion of the assets after trying to have sex with as many members of staff as possible - the very reason for the divorce in the first place.
